2024年10月30日，驻古巴大使华昕就联大第32次通过关于终结美国对古巴的封锁的决议向媒体发表讲话，全文如下：
自1992年起，联合国大会连续32次以压倒性多数通过“必须终止美国对古巴的经济、商业和金融封锁”决议，这是国际社会发出的正义呼声，必须立刻切实予以执行。
令人失望和愤慨的是，美国对决议投下反对票，拒不终止对古巴的制裁，还坚持将古巴列入“支持恐怖主义国家名单”。美国60多年来对古巴的全面封锁，给古巴造成了极其严重的经济损失和人道主义灾难。这种行径必将受到国际社会的同声谴责。中方再次强烈敦促美方按照《联合国宪章》宗旨和原则以及国际法基本准则，立即全面取消对古巴的封锁制裁，并将古巴从“支恐名单”中删除， 不要继续站在国际社会、国际道义和人类良知的对立面。
中国和古巴是好朋友、好同志、好兄弟。中方高度赞赏古方为维护公正合理的国际秩序、促进全球团结合作所作努力，对古方当前遇到的困难感同身受，将继续向古方提供力所能及的帮助，坚定支持古巴政府和人民早日战胜困难，实现国家发展振兴。

Desde 1992, la Asamblea General de las Naciones Unidas ha adoptado por abrumadora mayoría 32 veces consecutivas la resolución “Necesidad de poner fin al bloqueo económico, comercial y financiero impuesto por los Estados Unidos de América contra Cuba”. Este es un llamado justo de la comunidad internacional, que se debe aplicar de manera inmediata y efectiva.
Es decepcionante e indignante que Estados Unidos haya votado en contra de la resolución y se niegue a poner fin a sus sanciones contra Cuba, e insista en incluir a Cuba en la lista de “Estados patrocinadores del terrorismo”. El bloqueo integral de los Estados Unidos contra Cuba durante más de 60 años ha causado a Cuba pérdidas económicas y desastres humanitarios extremadamente graves. Este comportamiento será inevitablemente condenado por la comunidad internacional.
China insta una vez más a Estados Unidos a que levante de inmediato y por completo su bloqueo y sanciones contra Cuba de conformidad con los propósitos y principios de la Carta de las Naciones Unidas y las normas básicas del derecho internacional, saque a Cuba de la lista de “Estados patrocinadores del terrorismo”, y no continúe oponiéndose a la comunidad internacional, la moral internacional y la conciencia humana.

Since 1992, the United Nations General Assembly has adopted resolutions with an overwhelming majority for 32 consecutive times that "the economic, commercial and financial blockade against Cuba by the United States must be ended". This is a just call from the international community and must be implemented immediately.
It is disappointing and outrageous that the United States voted against the resolution and refuses to end its sanctions against Cuba, and insists on listing Cuba on the "list of countries supporting terrorism". The comprehensive blockade of Cuba by the United States for more than 60 years has caused Cuba extremely serious economic losses and humanitarian disasters. Such behavior will inevitably be condemned by the international community.
China once again strongly urges the United States to immediately and completely lift its blockade and sanctions against Cuba in accordance with the purposes and principles of the UN Charter and the basic norms of international law, and remove Cuba from the "list of countries supporting terrorism", and not to continue to stand in opposition to the international community, international morality and human conscience.
